New York State Police Reform and Reinvention Collaborative issued by Governor Andrew Cuomo on June 12, 2020 required each local government in the State with a police department to adopt a policing reform plan by April 1, 2021. State aid to localities was conditioned on the adoption of such a plan. Although the governor laid out specifics, he added, “Each Community must envision for itself the appropriate role of the police.” The Village formed a committee of greater Brockport Community citizens and Brockport Police Department command staff which met from September of 2020 to April 2021.
